Development

In order to implement i-COIN, state of the art technologies are to be utilized and adapted to the specific demands of the project. In the process of choosing technologies for the pilot platform several aspects has to be taken into account.

The technologies should be cost-effective, transnationally applicable, well-tested and well known. Computer security and user-friendli¬ness are also of great importance.

The different level of ICT-development amongst all partners demands some guidelines to be developed in order to extend the usability of solutions by all participating partners, as well as others interested.

Kymenlaakso Polytechnic will co-ordinate the technological development, assisted by UCB, and take the lead in developing the e-gov/e-service solution through two phases, following WP1 input from the participatory dialogues. The other partners will be involved through the transnational discussions of the possible solutions.

The platform will be built on existing technology and include the latest XML implementations and database management and data retrieve solutions. XML-technology will be used due to its richness and flexibility in comparison to, for example, HTML, and its possibility to integrate RSS-feeds. The solution is built by using remote access to facilitate full user independence. Providing user accounts and several access rights will improve both system usability and access. These services demand the creation of a secure database that will store user information and rights and validate several access requests.
