The primary objective of WP 1 is to find a joint transnational specification of the e-government/e-services demands & solution through participatory dialogues with service users

A description of the structure of the platform of services will be developed through a series of local/regional dialogues organised in two phases between users (citizens, SMEs, public administration, NGOs and civil society) and technology experts resulting in technical and functional specification of the platform.
This will take place in local/regional partnerships in North Denmark, West Sweden, Rehna, Kotka, Malopolska and Klaipeda.

As the solution will be building services around citizen´s choice, facilitate cross administration government services, provide more accessible services and create a user-centric, knowledge-based e-gov/e-service platform, the knowledge sharing dialogue between these groups is essential. The results from the local/regional dialogues will be discussed and compared at transnational level, and a joint transnational specification of the e-government/e-service solution required will be developed.
A common transnational approach to concern identification and access to public/private services will be used.

North Denmark will co-ordinate the knowledge sharing, where all partners will take part and contribute with their local/regional experience. AEC, Tamsalu and Osterholz will benefit from the communication watch, where their experience in technological matters will be valuable.

Following initial development (in WP2) and pilot testing (in WP4), the joint specification will be revised through phase 2 local/regional dialogues. To instigate an active participation throughout the process mentoring activities will include study visits & secondments.
